A seven-digit repeater only comes into existence when a network opens an entire new million-number range: one repeater per million numbers. UK networks now rarely release new ranges — in practice, years can pass before a single new seven-repeater exists anywhere on any UK network. They cannot be manufactured or requested: one either exists, or it never will.
